War, War never changes.
The end up the world came about pretty much as we had predicted, to many humans, not enough resources to go around. As humans often do they make drastic situations worse.
It began with the Resources War, the beginning of the end for the human race supremacy, and the planet's punishment for allowing Man to become so powerful. It began with many of the planet's smaller nations going bankrupt, as those controlling the planet's largest wells of oil, the middle east, began to raise prices.
This resulted in Military action by the European commonwealth, some of the resulting consequences, the UN was disbanded due to quarreling and infighting, as well as bankruptcy, it's nations turning on one another. A terrorist nuclear blast at Tel Aviv, resulting in the world's first true nuclear exchange, which only lasted hours, sending fear through Man's veins, something he has not felt for many generations, true fear.
Soon after, the Red Terror, the Chinese, invaded Alaska, after it's oil lines, some years earlier the Reds were the cause of an outbreak of Limit 115, the New Plague dubbed by the media, resulting in mass panic in the United States, thus leading to the creation of the Forced Evolutionary Virus, albeit indirectly.
With in the month the US sent troops Canada, who at that time was not allowing US troops to travel through the county, with in ten year the US annexed the country, which after a year of rebellion allowed the 'larger dog' to take the reigns. Now the Reds had been pushed back, back to their own region, and now the US is sending troops to China itself.
Now, during the height of the war, nuclear missiles are launched, to this day it is unknown who fired the first missile, nor is it relevant. The resulting exchange lasted no longer than two hours, with much of the planet in ruins, the majority of the survivors in the US having taken shelter in giant underground vaults, fallout shelters designed to shield those inside from the nuclear devastation.
However these "Vaults" were not what they seemed, but a part of a giant experiment by the Remaining United States government, many vaults were designed to malfunction, some fatally, like a certain vault 12 on the western coast, it's massive doors failing to close and allowing radiation to flow into the vault, dramatically altering the people within.
Over the years many have risen above the Wastelands that now cover the planet, many of these men and women hailing from Vaults, others normal humans who have defied all odds, surviving in a hostile environment.
One such man was known only as "The Vault Dweller" a young man from Vault 13, which was designed to view the effects of long term isolation, and was designed to not open to the outside world for 220 years after it's doors close, but fate had other plans. Thanks to a malfunctioning piece of equipment the vault Overseerer was forced to send a person out into the wastes to find a replacement, or the entire vault would die. This man was The Vault Dweller, a man who over course of the next several months managed to save the world from a new threat, a new Master, who was planning on turning all of humanity into his Super Mutant legions, and kill those who resisted.
The Vault dweller managed to halt his plans and save the world, at a price, in the process of stopping this great evil, he became something different, no longer viewed as a champion by those he fought so hard to protect, he soon disappeared into the wastes, eventually founding a village.
His grandson, the Chosen one, would soon step into his Grandfather's shoes, he in turn saving the world from another great evil, The Enclave, the remains of the United States Government, who were planning on ending everything and everyone mutated, this being most of mankind as all humans had accorded some form of mutation over the generations.
The Chosen one was successful in his quest, ridding the world of the evil, or so he thought.
:The Setting:
It is now the year 2247, 170 years after the great war, 5 years after the Enclave's defeat by The Chosen one, and 30 years before the adventures of the Vault 101 Dweller. The Great Plains of the former American South east are now slowly coming under the control of The Enclave, who are gaining a foothold on the mainland so to take back their former capital, the District of Columbia and surrounding areas.
The South East was one of the least hit areas during the Great war, however, this does not mean it is without it's share of troubles, the Wastelands are creeping their way into the plains, which at this time still able to support some form of plant life with little difficulty, in this Nuclear world The Great Plains would be the closest thing to Eden.
However now the Wastelands are dotting the Plains, some being hundreds of miles across.
The Great Plains encompass the Former states North Carolina, South Carolina, Georgia, Tennessee, and Alabama.
The Enclave began showing it self a few years after their defeat on the West coast, at first slowly leeching their way into the major city's, creating a new Faction of the Plains.

The Brotherhood of Steel
This faction is still one of the more powerful in the wastes, having access to pre-war tech, powered armor and plasma weaponry, these have cemented their role in history.
This faction is a part of Elder Owyn Lyons' Capital Wasteland Brotherhood of Steel faction, which is currently prowling the depths of the nation's former capitol for pre-war tech.
Unlike their West Coast allies these factions of the BOS are more focused on defending and aiding the Wastelanders and Plainers. As a result they are not as....stingy as the West Coast BOS.
The Enclave
It had seemed all of a sudden this faction popped out of nowhere, claiming to be the remnants of the US government. In the first few months these people were seen as the saviors of a broken community, however within the next months the Plainers and Wastelanders would realize the truth, these men were nothing to be praised.
Proving to be violent and unreasonable they began to take villages and cities by force.
The Plainers
Those who reside and live in relative peace with the earth and the Great Plains.
Wastelanders who live on or in the Plains
Wastelanders
Those who have made it past the great expanse that separates the West from the East, or those who have been raised and live in the growing Wastelands in the Great Plains.
Basically carbon copies of the Wastelanders from the Fallout games, generally brutal and are capable of anything, many Raiders and Slavers are a part of this group.
Super Mutants
These are the remnants of The Masters army, thanks to their mutations they are immortal, in the effect that they will never die of old age, but this does not mean they can not be killed. Sadistic Muthaf*ckas too.
These guys are hard, tougher than nails and crazy enough to eat em for breakfast, strong enough to use car remains as armor and rip steel poles from the ground to use as Melee weapons.
These guy are generally stupid as hel, with the rare few being at human intellect levels.
:Game Play & Rules:
No God Modding
No Trench Coating
No controlling other player characters without explicit permission from their players.
(I am exempt from this rule is I am ever required to act as a Game Master, Ie make plot posts and the like.
Travel between places is going to take time, you will not just head in one direction for a town and make it there in a second.
Another thing is, No Cars oncesoeva! the canon of the fallout universe is that the world has all but run out a petrol and that many of the fission powered vehicles are inoperable, so unless your character has the knowledge of a pre-war mechanic, you ain't zoomin around in a car.
I will allow all forms of characters, as long as they fit into the setting I have written above, Vault characters are acceptable but I would like to see some variability, like Plainers, Wastelanders, and even a few BOS members (I control the Enclave for purposes of the rp) I will only allow a few BOS characters so write well and hope you make it into one of there slots.
Weapons:
As the Fallout universe is an alternate universe, while based on our own, it's firearms development has branched in different ways than ours. Similar weapons may have been developed as they have in our universe, but I do not want to see any M4s or the like.

History: We all know this, just give me and everyone an over view of your character's history, again a 6 line minimum limit.

Underdog- Thanks to a life of being at the bottom of the barrel you have learned how to use two skills as one according to your upbringing (You may tag two skills in place of tagging just one as long at they correspond and benefit each other )
Punishment- Having been born in a 'sterile' environment, such as a vault, you are more resistant to that which you would face in this environment. However due to lack of contact with background radiation you are less able to resist the effects of radiation than non-vault dwellers. (Your Psychical damage resistance is doubled, but at a risk, your radiation resistance of halved, this carries over to Rad res added by armor)
Perks:
Judge of Character- You are more able to tell the moral alignment of those around you, and as a result can make accurate predictions of whether or not they intend you harm. This Perk is a background perk and works based on your speech skills and Perception rank Min: Level 7, 7 Per, 40% speech.
Diplomacy: You have learned the art of smooth talking. Through use of your speech skill you are more able to avoid confrontation and combat, as long as you did not 'start it'
This is a Speech perk.
Min: 60% speech, 5 Charisma

Traits:
Withdrawn- Growing up as a slave does bad things to people, as a result of punishment you are less likely to show emotion in fear of beatings or other punishments even after escape. However since your emotions are held back you are more able to observe and learn new things.
(At a reduction of the Charisma stat,and speech skill [which also has a permanent cap] your Intelligence stat is increased to it's maximum, 10.)
License to Carry- You are less burly than your peers, having spent your time in the books instead of at the gym. As a result your are unable to carry as much as most people, however thanks to the less clatter you are more able to carry your items efficiently. As a added bonus you are able to carry your equipped weapons in such a way that they are undetected by those around you.
(At a reduction of Strength your able to carry less, but at the same time slightly more than one could at your Str level thanks to organization, also you may carry an equipped weapon and will be observed by those with a Per stat of 6 or less to not be carrying a weapon at all.)
