I get the feeling that some people might benefit from this.
If you can answer Yes to each underlined item, then you should do Paperwork. If any of them is a No, you should Collect instead. You should not Patrol
(The exception to all this is when there's a Zombja map up. In that case, it's better to Resupply instead of Collect. If you're Sannin, you should still make sure upkeep is covered before you decide to Resupply)
So, here is your checklist:
(Y/N) Are you Sannin rank or higher?
If you can answer yes to this question currently, you should definitely be doing paperwork when needed (see below). Sannin get 3 times as much paperwork done with their action (6% compared to your 2%).
(Y/N) Is the Current Upkeep more than 0%?
Look on the right column of the main village page for the Current Upkeep for the day. Upkeep in Nexus is usually in the high 90s or 100%. This is normal and expected for a village this size. However, if a certain function of the Alchemical Overthruster is successfully unleashed at dayroll, the Upkeep for that day becomes 0%. If there is no Upkeep, then there is no need to do Paperwork.
Lastly,
(Y/N) Is the Paperwork amount less than the Current Upkeep?
A little further down from Current Upkeep, you'll see a line like this:
"Paperwork: -X% Upkeep Tomorrow"
The X there would be whatever amount of Paperwork has already been done today. If that number is the same or larger than the Current Upkeep percent, then no more Paperwork is needed for the day.
Why even write this guide?
The Vice Kages are supposed to disable Paperwork actions when we no longer need them for the day, but if none are online at the time or they forget, this may not get done right away. Since Paperwork does not enable and disable automatically, it means that there may be times when people waste their village action by choosing the wrong thing.
In general, this isn't a big deal, but if it happens enough, we can wind up losing ryo from not getting enough paperwork done, or people waste their actions if we do too much. This makes Lokey sad.
Please don't make me sad.
