Welcome. I'll give what little I know
1. Depends what you're searching for. Try powered buildings with lights for better odds. 2. Once you purchase a skill you move up a level. The more skills, the faster it tends to get. 3. Could you rephrase that?

You have to know where to search. Searching inside powered resource buildings like hospitals, police stations, malls or Necrotech buildings yield the best results. Searching outside usually gets you nothing. Also, you cannot search as a zombie, mainly because you're a zombie. You don't need stuff when you're a zombie (except maybe a flak jacket).
Leveling up can be hard at first, but once you get your first few skills, it becomes much easier.
Not sure what you said on the last one, but I'm guessing it has something to do with speech. Most of the people you meet in-game are probably offline, so if you say something to them, they don't see it for several hours.

1 - Searching Depends on what you're looking for. Axes, Fire Departments. Ammo and guns, Police Departments. First-Aid Kits, Hospitals. Syringes/DNA Extractors, NecroTech Buildings. Generators & fuel cans, Factories. Buildings with power give better odds. Malls are good with Shopping and Bargain Hunting, giving everything but NecroTech stuff.
2 - Leveling up Purchase a skill, any skill, to level up. Depending on your class and the skill, it costs 75, 100 or 150 exp.
3 - ? What Tycoonius said.

And get free running. Always. I can't beleive no-one mentioned that.

And get free running. Always. I can't beleive no-one mentioned that. Because it seems too obvious to us, and having to say "get freerunning" to everyone gets a tad bit old after a while.

Bob15. I am also, fairly, new. Everyone here is giving good advice. What character are you raising? A scout? A zombie? A fireman? More info would help. Read the FAQ. Then read the Wiki FAQ.
Like everyone said, don't waste time searching outside. After you find a first-aid kit, you can attack another human for XP, just heal them afterward, or they'll kill you dead, while you are waiting on your AP to return. Free running is a must!
As for your third request...probably shouldn't hold your breath waiting for someone to IM you. When you don't spell well, it makes it difficult for people to understand you.
I hope this helps. I would offer to look for your character, but PKers read this board too. Good Luck, try not to get discouraged.
