I'm writing this guide with the assumption that the reader already understands the basics of bingo'ing other ninja. If you don't already know how it works, or you do but would like to check to be sure you have all the items that help with bingo'ing, check the bingo'ing page on the wiki for details about that.
I'll get into strategy further down the page. For now, I'll cover preparations. You're going to want to have a few things before you attempt a difficult bingo.
Normal Items:
Note pages; you may need more than one in some cases
Juicy apples; you'll want at least two
Holy Arrows; for Red-eyes only, these can be helpful
Permanent Items:
You really want to have all of them, but there are a few in particular I wanted to mention.
Dartboard; this one's not critical, but we have plenty of them available in the storehouse, so if you don't have one already, you should grab one (or ask nicely for one).
Loyal Sacrifice; this is essential, because powerful kages may take more than one attempt to successfully take down
Bingo Armor; If you can afford it, these make a world of difference, but you actually need to buy quite a few since one breaks after each round in a bingo. If you buy them well ahead of time, put most in your bucket until they're needed.

Risky Badge; Most useful when you're armored but your opponent isn't. If it triggers, they'll be crushed quickly.
Z-Virus; It's not a guarantee, but can give you the upper-hand when it triggers, especially if combined with the Risky Badge.
Jutsu:
Archer Style: Fire and Flames (Red-eye only); Requires Holy Arrows, but it can really save your bacon.
Sand Coffin; For obvious reasons.
You'll probably only need one or the other, so if you're a Red-eye, go for Fire and Flames. It's mostly useful if you can't afford Bingo Armors, or don't have enough levels to restore close to 40hp per round. Otherwise, go for Sand Coffin. Whichever jutsu you have, you should enhance it as much as possible to ensure you're able to use it during the bingo. (Look for Jutsu Enhancement on the main village page)
Autographs
Mister Tea - Assuming you have a decent power level for it, the ability to bypass Bingo Armor can make a huge difference, especially if you're wearing some of your own, because your victim can't bypass yours.
Bloodline:
The Trade; Should go without saying, but it's the prerequisite for a lot of bingo-related stuff, including Trade allies and using Juicy Apples.
Allies:
Bones; He'll make your life easier. Unless the kage has an Unbingoable team, you will want Bones in your team.
Right and LisaLisa; Assuming you don't need Doughman or The Twins. If you need one of those two, just bring Right to round out the team.*
The Twins; not Level 2, mind you. You only need them if you know the kage is a little too hard to track, so pick your team after finding out the tracking difficulty.
Doughman; Only if you're certain the Kage is using the theme that grants double bingo HP.
Cipher; level one only, he can cancel Unbingoable teams, so you'll only need him if the Kage is using one. Given how much more useful Cipher Lvl 2 is, I don't expect most people to have Cipher.
*: If the kage has Bingo Armors, you will likely need Right Lvl 2 and LisaLisa Lvl 2 just to hurt them. Even if Sand Coffin works, you probably will only get to use it once, and that won't be enough to defeat them.
Themes:
Seasons Don't Fear; ending theme, this makes bingo'ing a tough target easier (unless they have Doughman in their team, which they probably don't)
Strategy
There are plenty of things to think about. Here are some important ones.
Remember to charge your Chakra first
It's an easy thing to forget. Chakra costs are likely to be tripled in a Kage fight, so you want to go in with all you can. For most villages, you can only bring up to your max normal Chakra amount into the fight with you, so gaining excess Chakra from running missions won't help you. Just give yourself a quick charge if you're less than full.
Pay Attention
In case you have to do this more than once, you will want to remember who they had in their team, about how much HP they had (which may indicate they're using Seasons Don't Fear, so you could counter with Doughman in that case), and whether any of the following questions applied.
Are they Note protected?
Ascended Kages will likely have note protection, but it's not a guarantee. Some will, accidentally or otherwise, leave themselves vulnerable to note pages. So, you can try one if you're feeling lucky. Just remember, you deal no damage for that bingo round if you use a page and it fails, so it's a gamble.
Also, if they have an Unbingoable team, they'll always block note pages unless you can counter the team (see below). Even if you can counter the team, though, it's still a gamble to try a note page.
Are they using an Unbingoable team?
Some kages may do this to better protect their village. If you begin a bingo and find they're using one of these teams, you can't win on this attempt, but you can still gather information for your next attempt. Make a note (pun not intended) of what team they have, whether they have bingo armor, and how much starting HP they had (remember Bones affects this).
Which team do they have? You'll need the appropriate counter-team to break their defense. You could also use Cipher (level one only), but he's hard to get. Look at the One Man Teams on the Teams page of the wiki to find out how to counter each Unbingoable team.
Do they have Bingo Armors?
If you're a Red-eye, Archer Style: Fire and Flames can help you beat this, but the best way to counter Bingo Armor is to bring your own Bingo Armors to the fight, and either pierce theirs with a Mister Tea autograph, or gradually whittle their HP down with Right and LisaLisa.
Note(heh): if you're in this situation where it's Armor versus Armor, you both will still deal 40 damage to each other every round, but if either of you is level capped at 75, you heal 45 per round, so you effectively deal no damage with regular attacks. This can become a losing war of attrition if you don't have the autograph and/or the Right/LisaLisa team. Plus, if your own levels aren't capped at 75 but theirs are, they could be at the advantage unless you started with more HP and/or your Z-Virus triggers. If they're a Kaiju Kage, they're probably starting with more HP than you, so winning may become impossible without the team or the autograph.
(I actually don't know at this time if Bingo Armors block damage from jutsu as well, so I'll have to update this after testing)
Finally, after you've bingo'd the Kage,
You're not done yet.
Did the bingo actually stick?
There's a good chance they had a Reversing Hourglass active, and if they have a Ninpo Mask or Red Herring pet at Level 100, those could have activated.
A Reversing Hourglass only works once, but the other two go off randomly. Now, you'll know if they have a Ninpo, because it would have showed when you bingo'd them; their permanent items would have been hidden. You should also know if they have a Max Level Herring active, because it will say so on their player lookup.
So, once you've bingo'd the Kage once, you'll want to go back to the Bingo Book and use Juicy Apples to check that they're still bingo'd. If they aren't, you'll have to bingo them again. If they have a Ninpo or Herring, you'll have to then check again to be sure the bingo stuck this time. If it didn't, you won't be able to break Ascension.
Also note whether they had Mister Tea Lvl 3 in their team. It's unlikely, but if they did have him, then the Juicy Apples won't help. You'll just have to bingo them at least twice and hope the last one sticks.
So, once you've successfully bingo'd the Ascended Kage, and you're absolutely certain that they're still bingo'd, then you can attack their village anytime in the next hour.
